Octan is founded, lead, and owned by President Business. Octan hated Master Builders and sent Super Secret Police (Lead by Bad Cop) out to catch them. In the end of the film Octan allied with the Master Builders and presumably disbanded the Super Secret Police. Octan was headquartered at the Octan Tower.
